Platformization and Organizational Intelligence in Public Administration: Toward an Integrated Digital Ecosystem of Public Services

Abstract

This research analyzes the impact of public service platformization on the organizational transformation and performance of public administrations in the Moroccan context. In a context characterized by the rapid expansion of digital transformation and the development of information and communication technologies, public administrations are increasingly adopting governance models based on digital platforms in order to improve administrative efficiency, institutional coordination, and the quality of public service delivery. The objective of this study is to empirically examine the relationship between public service platformization, the use of digital public services, digital governance, and the organizational performance of public administrations. To achieve this objective, the study adopts an econometric approach based on the Autoregressive Distributed Lag (ARDL) model applied to data covering the period 2018–2025. The empirical methodology includes several stages, notably unit root tests, cointegration tests, and the estimation of both long-run and short-run relationships through the ARDL model and the associated Error Correction Model (ECM). The empirical results reveal the existence of a significant long-run relationship between the variables and show that the development of digital platforms, the increased use of digital public services, and the strengthening of digital governance positively contribute to improving the organizational performance of public administrations. These findings highlight the importance of strengthening digital infrastructure, improving the interoperability of information systems, and developing digital competencies within public institutions in order to support the creation of an integrated digital ecosystem capable of enhancing public administration modernization and improving the effectiveness of public policies in Morocco.
